FORMULA WINDSURFING YOUTH & JUNIOR RACING POLICY

In a recent statement published on the IFWC website, Ceri Williams, class chairman stated that, “to ensure the continued development of the class it is vital that the IFWC publish a clear youth and junior racing policy that will remain unchanged for a number of years so that… a) The industry can produce the necessary equipment sure in the
knowledge that a stable market exists to give them a return on their
investment;

b) Clubs and national authorities can develop youth & junior racers
sure in the knowledge that others the world over are working in the same way
with the same equipment;

c) Event organisers can stage international championships sure in the
knowledge that young racers will come to compete in good numbers;

d) A used equipment market can develop.”

So this is it...

EQUIPMENT
a) BOARDS: Only ISAF approved ASA skinned production boards listed as
FW YOUTH Boards by January 1 st (in the year of competition) shall be
eligible to compete in FW YOUTH/JUNIOR CHAMPIONSHIPS (Appendix 1)

b) MAXIMUM SAIL SIZES:

Youth - (Under 19) -11.0 sq.m

Junior – (Under 17) - 8.5 sq.m

Under 15 - 6.5 sq.m

c) REGATTA REGISTRATION – 1 board/ 2 sails / 2 fins as listed by the
racer on the measurement form. Regular checks will take place during the
regatta.

d) RACING - 1 board/ 1 sail / 1 fin shall be used during a race

INTERNATIONAL REGATTAS
a) FORMULA WINDSURFING FESTIVAL – July/August- each year

- The Festival will be staged in Europe every second year from 2005;

- When held outside Europe, the event will be staged as close to a major
international airport as possible;

- Local organiser to provide a special package including excess baggage up
to 40kgs; transfers; accommodation and food; all at special low rates.

- Championships included:

i. IFWC Youth World Championship (Boys & Girls)

ii. IFWC Junior Championship (Boys & Girls- inc under 15 divisions)

iii. IFWC Masters Championship (Men –over 35 & Women – over 30)

b) EUROPEAN CHAMPIONSHIP

- When the above is staged outside Europe, the IFWC will stage a stand
alone European Championship for

i. IFWC Youth - (Under 19) - Boys & Girls

ii. IFWC Junior – (Under 17) - Boys & Girls- inc under 15 divisions

iii. IFWC Masters – (Over 35) - Men & – (Over 30) – Women

- When the above is staged inside Europe, youth & masters divisions only
will be included in the main IFWC European Championship.

c) OTHER CONTINENTAL CHAMPIONSHIPS

- Youth, Junior & Masters divisions will be included in continental
championships staged in Oceania, Asia, South America & North America;

- Every effort will be made to stage one windsurfing championship in each
continent annually including all classes actively raced there (MCO, MJOD,
Aloha & Raceboard).

REVIEW
With the intention of refining/developing this policy, thorough
consultation with the industry, the racers, their clubs, coaches and those
parents who come to regattas will take place between now and 2005, when a
review will be published.
